Amends Civil Rights Law Section 50-f to clarify that certain works of art, visual works, and audiovisual works do not violate publicity rights regardless of the medium or means of transmission used to display them.

Creates a new exemption for persons offering services that display, sell, or license works of art or audiovisual works to users, provided the sale or license terms do not authorize users to commit violations of publicity rights.

Renumbers existing subdivisions 10, 11, and 12 of Section 50-f to subdivisions 11, 12, and 13 to accommodate the new subdivision 10.

Takes effect immediately upon passage.
