Department of Labor, in consultation with the Division of Human Rights, must conduct a study on employment rates of transgender persons in New York state, by county, and in New York City.

Study must identify whether employment rate disparities exist between transgender persons and other persons, and determine factors and barriers contributing to any disparities.

Study must analyze findings by racial and ethnic characteristics, including specific data on Black and Latinx transgender persons.

Department of Labor must issue a report with findings and recommendations to the Governor, Speaker of the Assembly, and Temporary President of the Senate, and publish the report on its website within one year of the act's effective date.

Act takes effect immediately upon enactment.
