Authorizes the Public Employment Relations Board to exercise jurisdiction over colleges and universities and their college athlete employees regarding all collective bargaining matters, including representation and labor disputes.

Defines "college athlete employee" to include any student participating in intercollegiate sports at New York institutions of higher education who receives direct compensation (including grants-in-aid) conditioned on athletic participation.

Permits the PERB to recognize multi-employer bargaining units across multiple institutions within an intercollegiate athletic conference, with consent of employee representatives at participating institutions.

Prohibits any agreements, including grant-in-aid agreements, from waiving or permitting noncompliance with the collective bargaining rights established by this act.

Takes effect immediately unless a federal agency or court determines the act would render New York or student athletes ineligible for federal funds or place the state out of compliance with federal law.
