Removes requirement that public bodies using videoconferencing must provide public access at every site where a member participates.

Expands public notice requirements to specify when meetings are held both physically and virtually, requiring identification of physical locations open to the public.

Requires meeting minutes to document whether the meeting used electronic means in whole or in part, the type of electronic means used, and which members participated electronically.

Requires meeting minutes to record when members participating electronically joined or left the meeting and note any interruptions or suspensions due to technical problems.

Takes effect immediately upon enactment.
