Modifies voter identification requirements to accept a current and valid government-issued social security card as primary photo identification for in-person voting, replacing generic photo ID requirement.

Extends social security card requirement to mail-in voters, who must submit a copy with their ballot or registration materials.

Clarifies that voters who register by mail and submit at least the last four digits of their social security number with matching state identification records are exempt from additional identification requirements at time of voting.

Effective immediately upon enactment.
