Requires candidates filing designating petitions for public office or party positions to be residents and registered voters in the district containing the office or position sought at the time of filing, with void petitions for non-compliance.

Applies same residency and voter registration requirements to independent nominating petitions and party caucus nominations at their respective filing times.

Requires candidates accepting designations or nominations to meet residency and voter registration requirements in the district containing the public office sought.

Exempts candidates for U.S. Representative, state assembly, state senate, and supreme court justice from these residency requirements.

Allows counties, cities, towns, and villages to impose more stringent residency requirements than those established in the law.
