Establishes a moratorium on evictions and foreclosures from March 7, 2020 through the end of the state of emergency in New York plus one additional full year (defined as the "COVID-19 covered period").

Prohibits courts from authorizing eviction warrants, issuing judgments of possession, or ordering monetary judgments for rent arrears against residential or commercial tenants and lawful occupants during the COVID-19 covered period.

Prevents courts from accepting or filing any legal actions seeking judgments of possession or monetary judgments for rent or use and occupancy during the covered period.

Defines "lawful occupant" to include any person or business requiring court proceedings for legal removal, including occupants who have occupied a property for 30 consecutive days or longer.

Takes effect immediately upon enactment.
