Creates a temporary New York state commission on sex offender supervision and management to examine and evaluate programs for sex offenders released from state and local correctional facilities

Commission shall investigate concentrations of registered sex offenders in residential areas, supervision practices, housing availability, monitoring effectiveness, and availability of sex offender treatment programs

Commission consists of 13 members appointed by the governor, legislative leaders, and agency heads, with the head or designee of the division of criminal justice services serving as chairperson

Commission members receive no compensation but shall be reimbursed for actual and necessary expenses and have access to state and local agency facilities, resources, and data

Commission must submit findings and legislative recommendations to the governor and legislative leaders within one year of the effective date; commission expires and is repealed one year after the effective date
