Establishes a new Department of Veterans' Services as a standalone state department, replacing the former Division of Veterans' Services within the Executive Department, with a Commissioner appointed by the Governor who must be a veteran.

Creates a Veterans' Services Commission with thirteen appointed veteran members and ex officio members to advise the Commissioner on policies and coordination of veterans' services across state agencies.

Expands veterans' services to include counseling, burial assistance programs, cemetery establishment and maintenance, employment support, educational initiatives, and special services for women veterans, discharged LGBT veterans, and those with qualifying conditions like PTSD or traumatic brain injury.

Establishes New York State veterans' cemeteries with management boards and provides supplemental burial allowances up to $6,000 for families of service members killed in combat and up to $2,500 for burials in not-for-profit cemeteries.

Makes conforming amendments throughout state law (over 100 sections across multiple statutes) to replace references to the "division" with "department" and to recognize expanded veteran eligibility including those with qualifying conditions and discharged LGBT veterans.
