Amends Insurance Law Section 2352 to allow insurers to establish multiple rating programs within the same company for commercial policies subject to sections 3425 or 3426.

Each rating program applies only to policies newly written between the effective date of that program and the effective date of any subsequently approved program.

If an insurer terminates a rating program, policies previously subject to that program must be renewed in a subsequently approved rating program.

Provisions of Insurance Law Section 3425(f) and Section 2349(b) apply to each rating program separately where applicable.

Grants the superintendent authority to promulgate rules and regulations implementing this section; takes effect 90 days after enactment.
