Authorizes the Department of Corrections Commissioner to transfer pregnant incarcerated individuals to residential treatment facilities for the duration of pregnancy and up to one year postpartum.

Allows transfer of individuals who gave birth within eight months of commitment to a correctional facility for up to one year postpartum.

Permits conditional transfers to residential facilities for prenatal and postnatal care, mother-child bonding, parenting skills programming, employment, vocational training, and mental health or substance abuse treatment services.

Requires the commissioner to develop policies, criteria, and regulations to implement this section in accordance with public safety and correctional best practices.

Mandates the commissioner report annually to the Senate President and Assembly Speaker on the number of individuals transferred and duration of transfers for the prior calendar year.
