Changes election commissioner terms from two years to four years, starting February fifteenth of alternate odd-numbered years instead of January first of each odd-numbered year.

Eliminates the provision allowing county legislative bodies to determine four-year terms for commissioners, making the four-year term uniform across all counties except for staggered term provisions.

Modifies appointment procedures so that if a party's recommended candidate is not appointed within sixty days, the party committee recommends at least two additional persons for the legislative body to choose from, rather than the appointment taking effect automatically.

Establishes the state board of elections' power to remove county election commissioners for willful violations or neglect of duty under election law or willful disobedience of state board rules and regulations.

Authorizes the governor to remove election commissioners for cause in the same manner as sheriffs, with vacancies filled according to existing vacancy provisions.
