Requires county legislative bodies (or New York City Council) to appoint election commissioners based on party recommendations within specified timeframes.

If a legislative body fails to appoint a recommended person within 30 days, party members of that legislative body may appoint the person themselves, or if no party members exist in the body, the person is deemed appointed after 30 days.

Extends the deadline to 60 days for appointment when legislative body members of the recommending party are present, and deems the person appointed if no action is taken within that 60-day period.

Allows a party to submit a second certificate recommending a different person within 30 days if the first recommendation is rejected by majority vote, with automatic appointment after 30 days if not appointed.

Permits party members of the legislative body to appoint any eligible person if the party fails to file a certificate of recommendation within required timeframes.
