Amends Election Law Section 2-112 to change when state committees assume legal authority from the "conclusion" of their organization meeting to upon "convening" of the meeting.

Applies the same timing change to county committees, shifting the assumption of legal authority from "conclusion" to "convening" of their organization meetings.

State committees must hold their organization meetings no earlier than September 17 and no later than October 1 following the June primary.

County committees must hold their organization meetings no earlier than September 17 and no later than October 6 following the June primary.

Takes effect immediately upon enactment.
