Amends Labor Law Section 220 to require contractors performing custom fabrication work off-site for public works projects to pay prevailing wage rates, regardless of work location.

Classifies custom fabrication workers as laborers subject to prevailing wage requirements rather than material suppliers, and requires contractors to covenant to pay on-site prevailing wage rates.

Mandates contractors maintain certified payrolls for off-site workers and submit them to the contracting agency every 30 days.

Defines "custom fabrication" to include wall panel systems, woodwork, cabinets, counters, and electrical, plumbing, heating, cooling, ventilation, exhaust duct, and mechanical insulation systems designed specifically for a building project.

Takes effect 60 days after enactment and applies only to contracts put out to bid on or after the effective date.
