Moves the presidential primary election (spring primary) from the first Tuesday in February to the fourth Tuesday in April for selecting delegates to national conventions.

Reduces the independent petition filing period for general elections from 24-23 weeks before the election to 17-16 weeks before the election.

Reduces the certificate of acceptance/declination filing deadline for independent candidates from the third day after the twenty-third Tuesday to the third day after the sixteenth Tuesday preceding the general election.

Adjusts the deadline for filing certificates to fill vacancies in independent nominations from the sixth day after the twenty-third Tuesday to the sixth day after the sixteenth Tuesday preceding the general election.
