Amends the Correction Law to define "contraband" as anything capable of endangering the safety or security of a detention facility, including firearms, dangerous weapons, destructive devices, and controlled substances.

Requires the Department of Corrections Commissioner to establish a statewide, toll-free hotline to receive reports about contraband introduction or possession in state correctional institutions by inmates, visitors, or staff members.

Mandates the hotline operate 24 hours per day, 7 days per week and accept anonymous calls.

Takes effect immediately upon enactment.
