Adds two new subdivisions to Section 5-106 of the Election Law to establish state-level voting rights standards.

Prohibits counties, cities, towns, or villages from granting voting or registration rights to persons who do not qualify under state election law or the state constitution.

Prohibits counties, cities, towns, or villages from abridging or restricting the voting or registration rights of any person through municipal charters or local laws.

Takes effect immediately upon enactment.
