Replaces "manual" recount language with "full hand" recount in election law procedures for close contests.

Triggers mandatory recounts when margin of victory is 20 votes or less, 0.5% or less, or less than 5,000 votes in contests with 1 million or more ballots cast.

Redefines "margin of victory" to mean the vote difference determining the winner(s) or proposition outcome following recanvass, rather than the margin between all votes cast.

Establishes calculation method for 0.5% margin threshold by dividing the margin of victory by total ballots cast on the contest and multiplying by 100.

Directs the state board of elections to determine margin of victory in multi-county contests using the most recent recanvass results submitted by relevant jurisdictions.
