Requires the state Department of Labor to work with NYC Department of Employment (or agency designated by the mayor) to compile a list of free job skills training programs and employment services available to taxicab drivers.

List must include programs offering language instruction, financial literacy, social services, computer training, and career counseling, along with contact and enrollment information.

Mandates annual updates to the list and submission to the NYC Taxi and Limousine Commission for distribution to taxicab license and medallion holders.

Requires the Taxi and Limousine Commission to distribute the information semi-annually to all licensed taxicab drivers in the ten most common languages spoken in the state, based on individual driver language preferences.

Becomes effective 30 days after enactment into law.
