Allows insurers, health maintenance organizations, and article 43 organizations to satisfy pharmaceutical explanation of benefits requirements through either a quarterly written summary or electronic access on a member portal, provided members consent to electronic delivery.

Modifies the effective date of the 2021 pharmaceutical benefits explanation law from 60 days after enactment to January 1, 2022.

Authorizes insurers to amend rules and regulations necessary for implementation effective immediately upon passage.

Applies to all pharmaceutical claims filed on and after the January 1, 2022 effective date.
