Prohibits owners, lessors, or their agents from charging lessees any fees, surcharges, or charges for legal services related to residential unit operation or rental unless authorized by court order.

Defines legal services to include court fees, legal representation, attorney fees, notary public charges, and administrative fees incurred in building management and court proceedings.

Exempts shareholders of cooperative housing corporations from the prohibition, though the prohibition continues to apply to tenants or subtenants of such shareholders.

Voids any agreement or assessment that violates these prohibitions as contrary to public policy.

Takes effect on the same date and in the same manner as the related 2021 legislation (S. 2014 and A. 5040) addressing prohibitions on legal fee charges.
