Amends Public Housing Law Section 19-a to require the commissioner of housing and community renewal to promulgate rules and regulations authorizing voluntary use of electronic records and signatures for residential leases and renewals in units subject to annual registration filing requirements.

Requires regulations to include procedures regarding notification to tenants about affirmative consent to use electronic records, and to ensure such use remains voluntary in compliance with the state technology law.

Mandates the division develop an affirmative consent form in the six most commonly spoken non-English languages in New York (based on U.S. Census data) that clearly states electronic use is voluntary and cannot be required by landlords.

Requires signed consent forms be provided to tenants and specifies that courts and division units cannot accept electronic records without receiving the required consent form.

Takes effect on the same date as the related 2021 legislation (S. 4742 and A. 2679) that originally created this section.
