Establishes that beginning April 1, 2023, monies collected in the code enforcement account from insurance companies shall be distributed as state aid to counties, cities, villages, and towns for fire prevention and building code enforcement.

Distributes funds using a two-part formula: one-half based on the proportion of building permits issued by each locality compared to the state total, and one-half based on the proportion of fire safety inspections conducted by each locality compared to the state total.

Caps individual locality payments at no more than 20 percent of the total annual code enforcement account funds available.

Requires localities to submit annual applications to the Secretary of State to receive funds, with payouts distributed no less than quarterly.

Reduces amounts otherwise payable to localities under this section by any state aid they receive for housing maintenance code enforcement in the same fiscal year.
