Replaces the existing reimbursement formula for county and city veterans' service agency operating costs with a new calculation based on one-half of one percent of the previous year's Veterans Administration expenditures for each county.

Eliminates the prior 50% reimbursement cap structure that provided different maximum amounts based on population size (ranging from $10,000 to amounts varying by population increments).

Requires state director approval of maintenance and operations expenses before reimbursement under the new formula.

Takes effect immediately upon enactment.
