Changes the standard for issuing certificates of relief from disabilities from "shall not be issued unless" to "shall be issued when" the specified conditions are met in both court and department proceedings.

Requires courts and the Department of Corrections and Community Supervision to issue certificates when satisfied that: (a) the person is an eligible offender; (b) the relief is consistent with the offender's rehabilitation; and (c) the relief is consistent with the public interest.

Applies the revised issuance standard to both court-issued certificates under Correction Law Section 702 and department-issued certificates under Correction Law Section 703.

Takes effect 90 days after becoming law.
