Establishes the "Defund Municipalities that Defund the Police Act" as a new section 184 of New York Executive Law, effective immediately.

Defines a "defunding municipality" as a county, city, town, or village that either abolishes its police department with no intent to reconstitute it, or significantly reduces police budget without reallocating funds to community-policing programs (unless the municipality faced significant revenue decrease).

Requires the director of the division of budget to withhold state funding from defunding municipalities in an amount equal to the percentage by which the police department budget was reduced.

Allows the director to discontinue withholdings once a municipality no longer qualifies as a defunding municipality under the law's definition.
