Requires the Department of Labor to establish and maintain an online database cataloguing workforce development funding programs with specified information including program name, purpose, eligibility requirements, legal authority, and contact information.

Expands database requirements to include appropriations for the prior three years (broken down by federal funds, state general funds, and state special revenue) and disbursements for the prior two fiscal years.

Adds requirement for the database to include outcomes, effectiveness data, and number of persons served by each funding program.

Mandates the Department of Labor submit a written catalogue of workforce development funding to legislative leadership and relevant committees by December 1, 2022, and annually thereafter, with the catalogue made publicly available on the department's website.

Requires all state agencies administering workforce development funding programs to report required information to the Commissioner of Labor within 45 days of the end of each applicable fiscal year through an electronic reporting system.
