Proposes amendment to Section 1 of Article 2 of the New York State Constitution to change voting eligibility language from "Every citizen shall be entitled to vote" to "Only citizens shall be entitled to vote"

Maintains existing requirements that voters must be at least 18 years of age and have been a resident of the state, county, city, or village for 30 days preceding an election

Requires the amendment be referred to the first regular legislative session following the next general election of assembly members

Mandates publication of the proposed amendment for 3 months prior to the next general election in accordance with Section 1 of Article 19 of the Constitution
