Establishes a statewide automated program within 180 days to identify eligible participants in income-assistance programs (public assistance, SNAP, SSI, LIHEAP, veteran pensions, Child Health Plus, and Lifeline) for enrollment in utility energy affordability programs.

Requires the Office of Temporary and Disability Assistance to conduct automated file matching with utility corporations at least semi-annually to identify eligible customers and provide their information electronically.

Mandates automatic enrollment of identified eligible customers in utility energy affordability programs within 60 days of the office providing matched results to the utility corporation.

Requires all information shared with utility corporations to be redacted for privacy protection, kept confidential, and used only to confirm program eligibility.

Authorizes the commissioner to adopt emergency regulations and delegate program administration to state agencies, cities, counties, contractors, or nonprofits while maintaining privacy protections.
