Allows voters without required photo identification to cast affidavit ballots in person or by mail, provided they produce valid government-issued photo identification to the local board of elections within three days of voting.

Removes the previous exception that only applied identification requirements to first-time voters who registered by mail, making the photo ID requirement apply uniformly to all voters.

Requires the Department of Motor Vehicles to provide free identification cards to adult citizens whose income qualifies them for Medicaid, as verified by the county department of social services.
