Adds new section 59-d to Civil Service Law regarding promotions for supervisory fire alarm dispatcher positions, specifically the supervising fire alarm dispatcher level II title.

Requires vacancies in supervising fire alarm dispatcher level II positions to be filled by promotion from competitive class employees in lower grades within the same department, when positions are in the direct line of promotion.

Establishes that promotions must be based on merit and fitness determined by competitive examination, with seniority given due weight and consideration of prior training, experience, and performance ratings.

Permits permanent competitive employees currently holding provisional or discretionary appointments in affected supervisory fire alarm dispatcher titles to participate in the next higher level competitive promotional examination.

Takes effect immediately upon enactment.
