Establishes a voluntary statewide program providing universal newborn nurse home visiting services to all families with newborns in New York, delivered by registered nurses to infants up to six months old in the family's home.

Requires all health insurance policies providing hospital, surgical, or medical coverage to include coverage for these services without cost-sharing, coinsurance, or deductibles, while participation remains voluntary for enrollees.

Services must include at least one visit during the newborn's first three months with the option for up to three additional visits, plus a follow-up visit no later than three months after the last visit.

Permits the Department of Health to request federal waivers under 42 U.S.C. 18052 for state innovation funding and requires insurers to report data on claims submitted for these services to the Department of Public Health.

Requires the Superintendent of Financial Services to mandate annual notification to enrollees about covered universal newborn nurse home visiting services, with implementation occurring 90 days after the bill becomes law.
