Establishes the natural carbon sequestration research program under the New York State College of Agriculture and Life Sciences to develop technologies and management strategies for removing carbon from the atmosphere and storing it underground.

Program research shall include soil carbon stabilization, biochar and compost amendments, direct air capture of carbon dioxide, agroforestry, reforestation, and verification systems to measure and monitor carbon storage in natural and working lands.

Directs the Cornell Cooperative Extension system to facilitate knowledge transfer and requires demonstration of successful technologies at pilot locations throughout New York State.

Allocates $1,000,000 from the existing energy research and development authority assessment on gas and electric corporations to fund the natural carbon sequestration research program.

Takes effect immediately upon enactment.
