Establishes civil penalties of $500 to $15,000 per employee for violations, with fines of $15,000 to $60,115 for violations resulting in serious injury, illness, or death of employees under 18 (penalties may be doubled for repeated or willful violations).

Requires employers to provide agricultural workers with potable drinking water (minimum 32 fluid ounces per hour), shade access when temperature exceeds 80°F, and five-minute cool-down rest breaks per hour.

Mandates employers report work-related serious injuries, illnesses, or deaths of employees under 16 within five days and develop written compliance procedures; requires annual department data collection and reporting on child agricultural employment injuries and fatalities.
