Caps minimum lot sizes at 1,200 square feet for cities and villages, and 5,000 square feet (with sewer/water access) or 20,000 square feet (without) for towns.

Prohibits municipalities from requiring off-street parking as a condition of building construction, though loading and unloading areas for freight and deliveries may still be required.

Prevents cities and villages from prohibiting or effectively restricting the construction of dwellings for four or fewer families through height, setback, or floor area ratio restrictions in residential districts.

Prevents cities and villages from prohibiting dwellings for six or fewer families on single lots within one quarter mile of commuter rail or subway stations operated by the Metropolitan Transportation Authority, Port Authority of New York and New Jersey, or New Jersey Transit Corporation.

Takes effect 180 days after becoming law, requiring municipalities to modify any conflicting local laws, regulations, or policies before the effective date.
