Requires the Department of Economic Development, in conjunction with the Department of Labor, to establish and maintain an online searchable database cataloging state and federal workforce development funding programs by January 1, 2023, with quarterly updates thereafter.

Database must include for each program: program name and administering agency, purpose description, URL, establishment year, federal domestic assistance numbers, legal authority citations, contact information, eligibility requirements, restrictions, required actions, aid descriptions, appropriations for the prior three years, disbursements for prior two fiscal years, and outcome/effectiveness data.

Requires all state agencies and entities administering workforce development funding or programs to provide links to the database on their websites and report required information to the commissioner within 45 days of each fiscal year end through an electronic reporting system.

Covers federal and state funding programs that provide educational, occupational, or training services to enhance workforce employability, including English as a second language and adult literacy programs.
