Amends Section 519 of the Agriculture and Markets Law to make commissioner consultation with the New York State Urban Development Corporation mandatory rather than discretionary.

Requires the commissioner to consult with the New York State hemp workgroup created under the Cannabis Law and representatives from industries that currently use or may use industrial hemp in their products.

Expands the scope of hemp development to include product and business development and promotion, not just research funding and support.

Specifies that hemp uses include food, fiber, packaging, cannabinoid content, and construction materials, replacing the previous reference to "other uses."

Takes effect immediately upon enactment.
