Directs the commissioner of health to establish a portable diagnostics program demonstrating cost-effectiveness of medical assistance coverage for portable diagnostic services including X-rays, electrocardiograms, echocardiograms, and ultrasounds for Medicaid recipients in fee-for-service and managed care plans.

Requires portable X-ray providers to be certified under Title XVIII of the Federal Social Security Act (Medicare), with services limited to those allowable under Medicare regulations and provided in authorized settings.

Authorizes reimbursement to portable diagnostic providers at Medicare fee schedule rates using current procedural terminology codes, transportation codes, and set-up codes for all Medicaid enrollment categories.

Requires the Department of Health to report to the legislature by December 31, 2024, comparing costs of portable diagnostic procedures versus the same procedures performed in hospital, urgent care, and emergency room settings.

Takes effect immediately upon enactment.
