Amends section 239-bb of the general municipal law to change funding eligibility from "entity" to "entities" created under public authorities law titles 5-A and 5-B, each receiving $1 million annually starting with state fiscal year 2022-2023.

Exempts entities created under titles 5-A and 5-B from matching fund requirements related to savings provisions under subdivision eight.

Preserves the North Shore Water Authority's eligibility for the same funding level it received in state fiscal year 2021-2022, notwithstanding other funding provisions.

Renumbers title 5-A of article 5 of the public authorities law to title 5-B and renumbers corresponding sections 1114-a through 1114-s to 1114-aa through 1114-ss.

Takes effect immediately upon enactment.
