Limits grants to $100,000 per year per business with eligible costs covering working capital, equipment acquisition, and leasehold improvements necessary for product commercialization.

Requires grant applications to include market assessment, technical value explanation, job creation estimates, commercialization timeline, and budget demonstrating why corporation funding is essential and cannot be obtained elsewhere.

Mandates annual reports to legislative leadership beginning September 1, 2023, detailing grant recipients, project descriptions, amounts awarded, job impacts, and program accomplishments.
