Authorizes Suffolk County to convey three parcels of parkland (Parcels A, B, and C totaling approximately 9.44 acres plus 8,400 square feet underwater) to the Town of Smithtown for continued park and recreational purposes.

Authorizes the Town of Smithtown to convey approximately 37.42 acres of parkland near Veterans Memorial Highway to Suffolk County for park and recreational purposes.

Requires the Town of Smithtown to provide access to transferred parkland to all Suffolk County residents at fees no higher than those charged to town residents.

Requires Suffolk County to provide access to transferred parkland to all Town of Smithtown residents without charging higher fees than charged to county residents.

Mandates that all transferred lands remain available to the general public of New York State and be maintained for park purposes by their respective new owners, with facility usage determined by equitable methods when capacity is limited.
