Establishes a 16-member fentanyl abuse and overdose prevention task force to conduct a comprehensive study and issue findings and recommendations.

Task force membership includes three members appointed by the governor, two each by the senate president and assembly speaker, one each by senate and assembly minority leaders, plus designated representatives from health, mental health, addiction services, district attorneys, state police, counties, and the medical society.

Governor appoints the task force chair; members elect vice-chair and other officers, with meetings held at least quarterly and a majority constituting a quorum.

Task force must submit a report to the governor and legislative leaders within one year of the law's effective date.

The act expires and is repealed two years after becoming law.
