Requires all hospitals to examine medical histories and contact family/caretakers to identify patients with previous self-inflicted, life-threatening injuries (including suicide attempts, overdoses, and self-harm).

Mandates hospitals obtain and review prior hospital records for patients with previous incidents, and increase minimum inpatient stays by amounts determined by the commissioner of health for each prior incident.

Requires hospitals to notify family/caretakers at least 48 hours before discharge, conduct discharge planning meetings with patients, inform patients of available assisted outpatient services providers, and perform follow-up contact after discharge.

Ensures patients referred to assisted outpatient services providers receive priority access to those services.

Requires clinical trial operators to provide the suicide crisis line (1-800-273-8255) and local provider information to individuals dismissed from trials due to suicide attempts or suicidal ideation, along with an encouraging message about seeking help.
