Kevin Colonna, a deputy sheriff employed by Orleans County since February 10, 2013, is authorized to elect coverage under the 20-year retirement plan (section 553 of the Retirement and Social Security Law) instead of his current 25-year plan (section 89-l).

Orleans County must file a resolution with the state comptroller within one year of the act's effective date to assume the additional costs and certify that Colonna did not bar himself from participation through negligence.

Colonna may elect to be covered under section 553 by filing a request with the state comptroller within 18 months of the act's effective date.

Orleans County bears all employer past service costs, estimated at approximately $117,000, which may be amortized over five years (first-year amortized cost of approximately $26,200).

The act takes effect immediately and is anticipated to increase Orleans County's annual retirement contributions by approximately $4,900 for the fiscal year ending March 31, 2023.
