Requires absentee ballots to be mailed or delivered no later than the forty-sixth day before election day if the application is received at least sixty days prior to the election.

Establishes a four-day mailing or delivery deadline if the application is received after the forty-sixth day but no later than the thirtieth day before the election.

Establishes a three-day mailing or delivery deadline if the application is received after the thirtieth day but no later than the fifteenth day before the election.

Establishes a two-day mailing or delivery deadline if the application is received after the fifteenth day but no later than the seventh day before the election.

Requires boards of elections to make every reasonable effort to mail or deliver ballots on the same day the application is received if submitted by mail after the seventh day before the election, or if delivered in person after the seventh day but no later than the day before the election.
