Mandates the commissioner conduct an inspection of the construction site when reviewing a sidewalk shed permit renewal request.

Requires contractors or licensees to submit documentation showing the dates and times construction workers utilized the sidewalk shed.

Defines "ongoing construction project" as any project where workers use the sidewalk shed at least 10 days per month during the year preceding the renewal request.

Imposes a civil penalty not to exceed $1,000 for contractors or licensees who submit false or misleading documentation in support of permit renewal.
