Adds new section 402-f to Public Housing Law authorizing NYC Council to mandate reports from NYC Housing Authority on operations, project conditions, and project-based Section 8 voucher developments through passage of local law.

Allows NYC Council local laws to specify report content, deadlines, frequency (one-time or recurring), and which local authorities receive copies, with copies also provided to the commissioner.

Amends NYC Charter section 29 to require NYC Council standing committees to review NYC Housing Authority activities on a regular and continuous basis, including service goals, performance, and management efficiency.

Mandates that NYC Housing Authority be assigned to a standing committee and that the assigned committee hold at least one hearing per year on the authority's activities.

Takes effect thirty days after becoming law.
