Amends the Mental Hygiene Law to create a new section 7.42 establishing peer support programs for veterans in New York State.

Defines "peer support services" as treatment and recovery services for mental illness, alcohol abuse, substance abuse, and chemical dependence delivered by certified veteran peer counselors.

Requires the Commissioner of Mental Health, Commissioner of Addiction Services and Supports, and State Director of Veterans' Affairs to develop regional or county-based peer support programs specifically for women veterans.

Services for women veterans must include peer counseling for post-traumatic stress disorder, substance abuse counseling, family support, domestic violence services, mental health, child care, physical health, and legal assistance.

Directs the three commissioners to establish training programs, minimum qualifications, and credential issuance procedures for veteran peer counselors, with authority to suspend or revoke credentials for good cause.
