Authorizes the Governor to present the "New York State Iraq War Commemorative Medal" to eligible veterans in the name of the New York legislature.

Eligibility requires: current or former New York State residency, service in U.S. Armed Forces or organized militia on active duty in Iraq from March 20, 2003 through December 18, 2011, and honorable discharge or qualifying discharge status.

Recipients with qualifying conditions under Executive Law Section 350 or discharged LGBT veterans are eligible even if they did not receive honorable discharge, provided they did not receive bad conduct or dishonorable discharge.

No person may receive more than one medal; if an eligible person dies before receiving it, the medal is presented to their designated representative.

The Adjutant General and Director of Veterans' Services shall establish rules and regulations for medal presentation and distribution, with the act taking effect 120 days after enactment.
